Encore's staff has extensive background in fuels operations, fuels facility operations and fuels policy & procedures support, with more than 350 combined years of military and commercial energy and fuels operations experience.

Encore has been providing value added consulting services to the Department of Defense (DOD), the Defense Logistics Agency (DLA) and Component Services since the inception of the DLA-Energy Consulting Services "Omnibus" contract.

Encore senior management has been providing guidance and management support to DLA-Energy leadership in their role as Executive Agent for Class III Bulk Petroleum and most recently as DLA-Energy moves into its executive role for alternative fuels and renewable energy.

Acquisition of C4e, Inc. - 20 November 2008

Encore completed the acquisition of the assets of C4e, Inc. on November 20, 2008. Both companies were headquartered in San Antonio, TX, and have combined offices for streamlined operations. A small, woman-owned consulting firm originally founded in 1996, C4e earned a reputation for being the leader in providing clients, and more specifically DOD customers, with products and services aimed to help improve their understanding, training and management of fuel products throughout the lifecycle, from RDT&E to proper disposition. C4e personnel have advised and provided program management support at the most senior levels within the federal government departments and agencies. C4e was one of the original companies awarded the 4 year consulting contract with DLA-Energy in October 2000. Under this multiple award contract, C4e provided continuous full-time consulting support to DLA-Energy throughout the duration of the contract and its subsequent re-competition spanning a 9 year period. The combined capabilities of Encore and C4e provide a formidable team of energy and fuel experts.
